1. Creating an interoperable portfolio of office buildings across Whitehall
The Whitehall Campus Programme is transforming the UK Government’s central London office portfolio to create a smaller, better, greener office estate.
- Supporting the Levelling Up agenda to relocate 22,000 Civil Service roles out of London by 2030
- Releasing more than 312,000 square metres of space to provide 17 core buildings for circa 45,000 civil servants
- Creating a modernised interoperable, interconnected campus that nurtures inclusivity and flexibility
- Delivering a more efficient London portfolio that reduces the Government’s carbon footprint and saves taxpayer money.
We are investing in a mixed portfolio focusing on freeholds and celebrating our historic buildings by implementing a range of projects to create the Campus:
- Full building refurbishments
- Interior refurbishment works
- Shared facilities
- Strategically-placed Business Event Centres
All buildings within the Campus will be refurbished or retrofitted to meet the Government Workplace Design Guide standards. Our design strategy encompasses:

Our property technology solutions will enable real-time monitoring for occupancy and building performance. Our OneEstate interoperable products will create freedom and flexibility for civil servants across the Campus. And our Audio Visual enhancements will better support those with hearing and visual impairments
All of this is redefining the way the Civil Service operates across London, and beyond.
