In September 2022, the government launched an independent review of women’s football, chaired by Karen Carney MBE.

Raising the bar - reframing the opportunity in women’s football was published on 13 July 2023. The review examined the opportunities and challenges for the women’s game. It made 10 strategic recommendations which seek to lift minimum standards and deliver bold and sustainable growth at elite and grassroots levels.

The government’s response accepts the 10 strategic recommendations made by the review. The response highlights the work already in progress as well as demonstrating the need for all stakeholders to be accountable for delivering these recommendations.
