This guidance provides you, as a relevant authority with advice about the criteria you will need to take into account when deciding whether to give a direction using the powers available under paragraph 7(1) to Schedule 2 to remove or relax one or more of the general restrictions set out in that Schedule 2.

Annex 1 to this guidance reproduces the general restrictions listed in Schedule 2 limiting the activities that may be carried out by a person exercising the right of access.
