The Committee was set up by the Animals (Scientific Procedures) Act 1986. it provides the Home Secretary with independent advice about the working of the Act and must take account of the legitimate requirements of science and industry and the protect of animals against avoidable suffering.

This paper was laid before Parliament in response to a legislative requirement or as a Return to an Address and was ordered to be printed by the House of Commons.
