This capacity note:

  • explores Defra’s packaging reforms (Simpler Recycling, a Deposit Returns Scheme for drinks containers and Extended Producer Responsibility for packaging)
  • forecasts likely waste arisings following the packaging reforms
  • considers the non-recyclable waste infrastructure treatment needs as a result of the packaging reforms

It intends to support decision makers in planning for residual waste treatment, to support the transition to a circular economy.
