This policy framework is to ensure that offender managers/probation practitioners (working in both community and prison settings) and victim liaison officers (VLOs) understand their professional responsibilities in the referral and suitability assessment process for engaging with restorative justice services. It will support regional commissioning of such services, ensuring it is evidence-informed and provides positive outcomes to victims, offenders and the wider public.
This framework will also provide guidance on how restorative practice more generally can be incorporated in the day-to-day interactions with victims accessing the Victim Contact Scheme and all people on probation/in prison.
