Details

This guidance relates to prisoners who have been transferred from England and Wales to another United Kingdom jurisdiction, the Channel Islands, or the Isle of Man, and vice versa (“The UK and Islands”).

Where a prisoner is transferred to another jurisdiction on a restricted transfer basis, the Secretary of State retains the duty to refer the case to the Parole Board for England and Wales. The Parole Board for England and Wales has the responsibility to determine release of such prisoners.

This new guidance provides guidance for Parole Board members on such cases.
