This report is part of the Review’s Economic Analysis workstream. The workstream aimed to assess how the civil legal aid market is currently functioning and identify the root causes of its problems. The research was conducted by an external contractor, PA Consulting.
The report explores key issues in the civil legal aid market, such as demand and supply trends, recruitment and retention, and the financial viability of delivering civil legal aid for providers. The report uses these issues as a lens to offer commentary on the health of the civil legal aid market and its sustainability. The views expressed in this report are not necessarily those of the Ministry of Justice.
To enable this exploration, PA Consulting conducted analysis of Legal Aid Agency data, used external research, and conducted stakeholder engagement with legal aid representative bodies and barristers. The report also uses the findings from the Review’s Provider Survey Report, also undertaken by PA Consulting as a part of this workstream.
