This review was developed for the UK environmental regulators:

  • Environment Agency
  • Natural Resources Wales
  • Scottish Environment Protection Agency
  • Northern Ireland Environment Agency (an executive agency of the Department of Agriculture, Environment and Rural Affairs)

As a result of this review, the regulators have published guidance on hydrogen production by electrolysis of water: emerging techniques. The regulators expect operators to follow this guidance, or to propose an alternative approach to provide the same or greater level of protection for the environment.

This work is a step towards the future development of best available techniques (BAT) guidance and standards which can be developed once data from operating plant are available.
