An independent review was carried out by the independent In House Policy Resource and published in June 2011.

There are 14 recommendations in the report (pages 109-118) - which notes that most of the recommendations involve joint working, between the regulators and between the regulators and the water companies.  The report also notes that, for real improvements to be achieved, all parties will need to commit to implementation with the three regulators having particular responsibilities (though water companies also have a key role to play in rolling out the implementation of the recommendations).  Work is already in hand to act upon the recommendations.
