This revised direction requires that the council continue to improve its children’s social care services.

It follows an Ofsted report which judged the overall effectiveness of those services as ‘requires improvement to be good’.

The Secretary of State has also given instructions to the council to ensure children’s social care functions are adequately maintained.

The Secretary of State intends to withdraw the Children’s Services Commissioner, Trevor Doughty, from 1 January 2020 (Trevor Doughty was appointed by the Secretary of State by direction on 8 March 2017), as the authority no longer needs a commissioner to oversee the intervention process.

This direction replaces the earlier statutory direction on 17 September 2019.
