On 17 April 2009 the Home Office launched a 3-month public consultation relating to the Regulation of Investigatory Powers Act 2000 (‘RIPA’).

The consultation paper described the system of regulation for a range of key investigatory techniques set out in RIPA, including techniques of covert surveillance that were previously used without any regulation at all.
