These lists are for:

  • school leaders
  • local authorities
  • academy trusts
  • governing bodies
  • RISE advisers
  • educational stakeholders

RISE advisers are educational experts with direct experience of improving schools. For targeted intervention, they engage with the eligible school and its responsible body to consider the school’s specific improvement needs.

32 schools joined the RISE targeted intervention programme in February 2025. A further 188 schools joined the programme in the 2025 summer term and 170 schools joined in the 2025 autumn term.

Eligibility for RISE targeted intervention is identified through Ofsted inspections. Schools with consecutive below Good overall Ofsted judgements (or the equivalent sub-judgements) are considered ‘stuck schools’ that could benefit from targeted support.

Under the new Ofsted framework, ‘stuck schools’ also includes schools that have been judged as Needs attention in leadership and governance and their previous overall Ofsted judgement (or equivalent sub-judgements) was below Good. From September 2026, schools judged as Requiring significant improvement will be eligible.

Schools may gain or lose eligibility as they are inspected. The current list is based on published Ofsted management information as of 31 August 2025.
