In July 2019, the Regulation (EU) 2019/941 on risk-preparedness in the electricity sector came into force with the aim of establishing a common framework to prevent, prepare for and manage electricity crises. The Regulation requires member states to identify risks and develop and implement a ‘National Risk Preparedness Plan’.
Nomination of BEIS as competent authority
The United Kingdom has nominated the Department for Business, Energy and Industrial Strategy (BEIS), as the lead government department for energy risk and resilience, to be the competent authority for the purposes of carrying out the tasks provided for in this Regulation.
The primary functions of the competent authority are to develop national crisis scenarios in consultation with stakeholders by January 2021, and to subsequently develop a Risk Preparedness Plan in respect of these crisis scenarios, for adoption no later than 5 January 2022.
As competent authority, BEIS may delegate the operational tasks regarding risk-preparedness planning and risk management set out in this Regulation to other bodies, as appropriate.
