In 2022, the government announced an investment of up to £500 million in funding to local authorities across England under the first multi-year funding for the Rough Sleeping Initiative (2022 to 2025). The Rough Sleeping Initiative 2022-25 funding has supported local authorities in delivering local and tailored rough sleeping services to give those in need the best chance of a safe and sustainable life off the streets.
Long-term trends point to considerable progress: rough sleeping numbers were 28% lower in the latest annual rough sleeping snapshot published in 2023 than in 2019 before the pandemic and rough sleeping has continued to decrease or stayed the same in around 46% of local authorities.
We are, however, aware that significant pressures remain and continue to emerge. We have therefore awarded additional £13.1 million in funding across the 5 London cross-council partnerships and a further 121 local authorities, to support local areas to respond to the pressures they are experiencing. This additional funding will support areas in providing critical resources to address pressures this winter, enhance existing services, and create more opportunities to encourage people who are sleeping rough repeatedly or long term to accept offers of support.
The additional £13.1 million has been provided on top of the £34.6 million uplift, announced in September 2023, which was allocated across London and over 70 other local authorities in England.
