This document has been superseded by the agreed draft of the Royal Charter.

Following the publication of Lord Justice Leveson’s Report on 29 November, cross-party talks have been exploring different ways of implementing the tough self-regulatory system for the press that he recommended. Proposals for a Royal Charter have been a significant part of these discussions. The original draft was published on 12 February 2013. Now that the talks have broken up, the latest draft of the Royal Charter is being published. This does not reflect an agreed government position or agreed government policy. It is therefore being published outside of the normal arrangements for collective agreement to inform the public and Parliamentary debate.
