The Regulatory Policy Committee (RPC) provides independent scrutiny of the impact assessments accompanying new regulatory and deregulatory proposals. The RPC was appointed as the independent verification body in respect of the business impact target (BIT) for the 2017 to 2019 parliament.

The Government are required by the Small Business, Enterprise and Employment Act 2015 to set a BIT for each parliament and to report annually on progress against the BIT. The Department for Business, Energy and Industrial Strategy published the Government’s report covering the 2017 to 2019 parliament on 19 October 2020.

This RPC response to that report provides an overview of the impact of departmental and regulator measures qualifying against the BIT and of significant departmental non-qualifying measures implemented during the parliament.
