An independent report by Eleanor Brazil, former Commissioner for Children’s Services in Sandwell, to the Secretary of State for Education.
This report follows an Ofsted report published on 5 June 2015, which judged the overall effectiveness of Sandwell’s children’s social care services as inadequate.
DfE issued a statutory direction to Sandwell metropolitan borough council on 6 October 2016.
