To the Senior Salaries Review Body,
I would firstly like to offer my thanks for the Senior Salaries Review Body’s (SSRB’s) valuable work over the past year on the 2023 to 2024 report. The government appreciates the independent, expert advice and valuable contribution that the SSRB makes.
I write to you now to formally commence the 2024 to 2025 pay round and ask that the SSRB conducts its annual review process for the Very Senior Manager and Executive Senior Manager remit groups, making recommendations to the government on any uplift and how it should be applied from April 2024. We are asking you to provide recommendations in line with your terms of reference and would welcome your report in May 2024.
In 2023 to 2024, the pay review bodies recommended historically high pay awards for their respective workforces in light of the extraordinary macroeconomic context. Accepting these recommendations, while not increasing borrowing, required tough decisions. It is vital that the pay review bodies consider the historic nature of the 2023 to 2024 awards and the government’s affordability position that will be set out further in written evidence.
The evidence that my department, HM Treasury and NHS England will provide in the coming months will support you in your consideration of these factors.
