This report presents evidence of the current level of liberalisation in German services. It undertakes an extensive analysis of the potential advantages from further liberalisation.

It proposes several policy recommendations, taking into account political economy considerations in Germany.

The Department for Business Innovation and Skills (BIS) commissioned this report because, in contrast to other EU Member States, research on services liberalisation in Germany is not often available.
