Funding rules 2015 to 2016
This is the second version of the Funding Rules and the accompanying summary of changes document.
The funding rules:
- apply to all publicly funded colleges, training organisations, local authorities and employers (providers) who receive funding from the Agency for:
- adult skills budget (including apprenticeships)
- Offenders’ Learning and Skills Service (OLASS)
- European Social Fund (ESF)
- community learning
- are mandatory requirements
- form part of the terms and conditions for funding by the Skills Funding Agency

It is not an exhaustive list of all the changes between the two funding rules documents.
You must refer to the main SFA funding rules 2015 to 2016 document for the definitive rules which are part of the terms and conditions of the funding agreements and the 24+ Advanced Learning Loans Facility Conditions between the Chief Executive of Skills Funding and all providers of education and training who receive funding from the Chief Executive of Skills Funding or a 24+ Advanced Learning Loan (Loan) Facility.

Trailblazer apprenticeships funding rules 2015 to 2016 - version 1
This document sets out the funding rules which apply to the new apprenticeship standards delivered under the trailblazer apprenticeship programme.
In setting out the rules we have provided additional context and explanation to help providers delivering training and end-point assessment for the new apprenticeship standards.
These rules apply from 1 August 2015 to 31 July 2016 for all organisations in receipt of funding for the delivery of training or the end-point assessment of apprenticeship standards for the funding year 2015 to 2016.
This document is supported by the Guidance for recording trailblazer apprenticeships in the Individualised Learner Record for 2015 to 2016.
We have produced a summary of changes document that sets out the main changes between this version and the Funding rules for Trailblazer apprenticeships - 2014 to 2015: version 2 published in March 2015.
