Homes England commissioned an independent evaluation of our delivery of the Shared Ownership and Affordable Homes Programme 2016-21 in September 2021.

The aim of the evaluation was to assess the contribution of our delivery of the Shared Ownership and Affordable Homes Programme to housing supply and its wider impacts, and to identify lessons on “what works” in intervening in the affordable housing market.

Specifically, the evaluation was tasked with answering 3 high-level thematic questions:

  • What housing has been delivered as a result of the programme (as delivered by Homes England)?

  • What other impacts has the programme (as delivered by Homes England) had?

  • What lessons can be learned from Homes England’s delivery of the programme?

These 3 thematic questions were underpinned by 15 more detailed research questions.

SQW was commissioned to complete the evaluation, following a competitive tendering exercise. A mixed-methods approach was adopted, involving qualitative and quantitative research and analysis.

This brought together consultations, surveys, case studies, background document review and data analysis. For data analysis, as the evaluation commenced in September 2021, a cut-off date of March 2021 was used for spend and output data. The evaluation was finalised in March 2022.

While the economic and housing market context has shifted since the report was finalised, the evaluation nevertheless contains useful evidence of our impact, and insight for us to learn from our delivery of the programme, with several recommendations set out in the report.

These recommendations have been incorporated into the work we undertake, mainly through the Affordable Homes Programme 2021-26, the successor programme to the Shared Ownership and Affordable Homes Programme.

The evaluation excluded the Greater London Authority’s programme. This evaluation is also separate to the report produced by the National Audit Office on the Affordable Homes Programme since 2015, published in September 2022.
