This report assesses the methodology that MAC uses to identify labour shortages in skilled occupations and if it is sensible to fill these shortages by employing non-European Economic Area (EEA) immigrants.

This report includes information on:

  • how the shortage occupation lists operate within immigration policy and how it relates to the government’s current objectives
  • the overall approach and the specific methodologies developed for each of the 3 tests (skilled, shortage and sensible)
  • the evidence and the process for collecting and analysing this
  • the merging between data and evidence collected
