Details
Since 2018 the Department for Education has provided grant funding to Mayoral Combined Authorities (MCAs), the Greater London Authority (GLA) and Local Enterprise Partnerships (LEPs) through the Skills Advisory Panels (SAPs) programme. The programme has aimed to:
- increase the quality of local-level skills and labour market analysis
- strengthen links between local employers and skills providers
- increase the continuity of output across the country, with all areas publishing Local Skills Reports
There are now plans for a national rollout of Local Skills Improvement Plans (LSIPs), led by employer representative bodies. The funding provided to MCAs and LEPs via the SAPs grant in financial year 2022 to 2023 will support the development of analysis for the new LSIPs.

Their local skills reports bring together local skills needs, strategies and plans into one document. Reports include an annex of core skills-related data and highlight ways local partners can support the skills agenda.
Analytical toolkit and data sources
The analytical toolkit provides a framework and quality standards for Skills Advisory Panels to undertake an in-depth analysis of the local skills system.
The data sources document has been produced to assist Skills Advisory Panels with identifying high-quality skills data sources.
Skills Advisory Panels should use these documents to develop a high-quality evidence base on skills and the local labour market.

Removed 2 documents: ‘Skills Advisory Panels: guidance on local skills reports’ and ‘Skills Advisory Panels: guidance on role and governance’. These documents no longer apply because DfE is no longer funding Skills Advisory Panels to convene panels of employers or produce local skills reports. Local Skills Improvement Plans now cover similar responsibilities.
