This report examines the literacy and numeracy skills attainment levels among adults in England and seeks to understand the factors resulting in differences between age groups.

It also explores:

  • how basic skills levels in England compare internationally
  • if literacy and numeracy skills are of a high enough standard in England
  • the implications of an insufficiently skilled population

It was produced as part of the Foresight Future of skills and lifelong learning project.
