This report discusses how to develop and maintain the use of digital technologies in the UK. It focuses on people challenged by information and communications technologies, called ‘slow adapters’. It explores how they can be engaged and encouraged to improve their digital skills.

It was commissioned as part of the Foresight Future of skills and lifelong learning project.
