The Migration Advisory Committee’s in-house research team undertook qualitative research with employers into skills shortages and migration. Twenty-eight in-depth qualitative interviews were carried out between November 2020 and May 2021.The research aimed to look at the circumstances in which employers use migration as a response to skills shortages, exploring:

  • the concept of shortage and how it was experienced by employers in 3 sectors (construction, manufacturing and IT)
  • employers’ responses to shortage
  • how migration fitted into their response
