Short description what was procured

Contract for the provision of operational, management and maintenance services at Dungavel House Immigration Removal Centre (IRC). The requirement is to provide detention services for occupancy of 125 detainee places at Dungavel House to accommodate both male and female detainees.

The services are overall management of the site; security and guarding services, safeguarding. welfare, well-being, religious, recreational, sporting, educational facilities, healthcare provisions, catering, facilities management, cleaning and landscaping services.

The length of contract is 8 years from service commencement, with options to extend, for up to a further 2 years.

Social value outcome(s) included in the tender

A formal market engagement activity commenced in December 2019 with a Prior Information Notice (PIN) published in the OJEU and Contracts Finder. Potential suppliers responded and were invited to the Supplier Industry Day. Unfortunately, no SMEs expressed an interest.

Contract included the updated sustainability and social values schedule. This supports the Home Office’s targets for Greening Government, Procure for Growth, and other social value initiatives in respect of apprenticeships and SMEs.

Incorporated a change to the finance model to allow the new supplier to access the Crown Commercial Service’s energy contracts for the provision of Electricity, Gas and Oil and for the Home Office to pay directly for the costs. This approach allows to use a transparent not for profit pricing structure that also sets targets for the new supplier to reduce usage over the life of the contract leading to the achievement of efficient consumption.

The requirements necessitates the Supplier to demonstrate that it is attempting to recruit an ethnically diverse workforce, carry out regular monitoring and reporting of the gender and (BAME) employed to work; operate diversity monitoring to recruit employees and to promote employees.

Social value commitments made

  • commitment to measures and objectives which are ahead of Government targets and Scotland’s Environmental Strategy
  • targets to achieve overall of >95% in relation to sub-contracted spend with SMEs and VCSEs
  • has made a commitment for Net 0 (Zero Carbon) by 2025. This will implement the following measures within Dungavel to achieve this target:
    • eliminating carbon from our power/transport
    • electric vehicle (EV) fleet-transition
    • eradicating none-sustainable waste
    • enhancing insufficient buildings
  • implement a ‘green-travel’ campaign; car-sharing, electric-vehicles, and public transport use wherever possible
  • phasing out single use plastics
  • reducing and recycling waste, water usage and carbon emissions
  • flexible / part-time jobs and gender neutral
  • recognised the Government’s target of 2.3% apprentices across the workforce, which Bidder intends to exceed
