Wave 1 of the Social Housing Decarbonisation Fund (£179m) was a grant funding programme for social housing landlords to install energy efficiency and low carbon heating measures in social homes in England.

The Department for Energy Security and Net Zero commissioned IFF in a consortium with Technopolis, the Building Research Establishment, and University College London to evaluate the scheme.

This process evaluation report draws on quantitative and qualitative data to examine how effectively Wave 1 of the Social Housing Decarbonisation Fund was implemented and delivered, its achievements to date, and early indications regarding the benefits to residents. It covers the period from scheme launch in Summer 2021 through to Spring 2024, shortly before the scheme ended.
