Introductions

  1. The Chair welcomed attendees to the meeting and thanked Commissioners and Secretariat for the work they had done thus far on the Annual Report. The Chair outlined the format of the meeting - arranged into discussion groups – to allow further discussions of the Annual Report’s emerging themes and recommendations.

The 2018 to 2019 State of the Nation report

  1. Secretariat presented the main changes to each chapter of the Annual Report, emphasising that Scotland and Wales was a new chapter which contained key highlights rather than recommendations.

  2. Secretariat outlined the media strategy for the annual report drawing attention to the key headlines emerging. Following discussion of the Ofsted recommendation, it was it was agreed that the Commission would respond to Ofsted’s consultation on its school inspection framework. There was a discussion about the timetable for the launch event on 30 April and Commissioners were encouraged to attend one of the media training courses which Secretariat were arranging. The Chair suggested Secretariat consider the inclusion of stories with Commissioners as part of its social media strategy.

  3. A Commission meeting would take place following the launch event and would be hosted by Nero Ughwujabo (Special Advisor on social justice, young people and opportunity) and Alex Burns (Prime Minister’s Private Secretary covering Education issues) at No 10.

Update on research projects

  1. Secretariat updated on the Commission’s 2018 to 2019 research projects. Bath had completed the quantitative and qualitative part of the extra-curricular research and had delivered draft findings and policy recommendations for clearance. The final report was due by the beginning of May.

  2. The draft disability and social mobility research which Scope was finalising was expected by end May.

Update on 2019 to 2020 research programme

  1. Tenders for the first tranche research projects would be advertised in the following week with a deadline of 3 May.

Actions:

  • the Secretariat would arrange additional discussion sessions as and when requested by Commissioners
  • a full Q&A and brief would be provided nearer the launch
  • Secretariat to circulate PowerPoint slides
