3. Building a national space ecosystem
The UK Space Agency is working in partnership with the Satellite Applications Catapult to build a thriving and connected Whole-UK Space Ecosystem, which is one of the key areas of focus of the National Space Strategy. They have run a number of funding calls to establish, grow, and support local space clusters, superclusters, and networks of connected national capabilities, and the Space Cluster Partnership Call will further support this goal by encouraging space clusters to establish pan-regional and capability-focused partnerships.
4. Scope and Call Requirements
The Space Cluster Partnership Fund will grow the UK’s space economy and accelerate the development of a whole-UK space ecosystem by deepening engagement, collaboration, and partnerships between the space communities of multiple regions and/or nations of the UK.
4.1 Cross-Cluster Capability Development
- Share a similar or complementary capability
- Aligned to one of the sixteen civil space capability goals
- Must enhance ability of all areas to unlock defined market opportunity and drive local economic growth
- Can include refreshed capability mapping, focused partnership facilitation, or R&D projects
4.2 Pan-regional Space Cluster Development
- Geographically-adjacent local space sectors
- Mechanisms to establish enduring collaboration
- Enhance mutual ability to catalyse investment
- Can include refreshed capability mapping, development of a unified strategy and materials, R&D projects
4.3 UK Space Agency’s North Star Metric
The total value of investment and contract revenue the UK Space Agency helps the UK space sector to raise.
5. Assessment Criteria
5.1 Strategic Value to the UK Space Economy
- How the proposed project will grow the UK’s space sector and positively impact the UK’s national space ecosystem through facilitating cross-cluster collaboration.
- The space capabilities that will be strengthened and specific latent market opportunities can be unlocked.
- How it delivers on broader ambitions of the National Space Strategy and relevant local space strategies.
5.2 Catalysing Investment
- The quantifiable benefits the project will deliver by the end of March 2025, including future contract revenue, public and private investment.
5.3 Sound management and planning
- Robust, fully costed, project plan including specific milestone plan and associated deliverables.
- The mechanisms you will use to deliver on the objectives of the call.
- At least 33% of grant funding allocated for FY23/24.
- Acceptance of the terms and conditions in UKSA’s short-form grant funding agreement.
6. Timelines
- 4 October 2023 – Funding Call Opens
- 3 November – Funding Call Closes
- 17 November – Applicants informed of outcomes
- 4 December – Project kick-offs
- 31 March 2025 – Projects close
