This paper is a response to JBC: COVID-19 alert level change criteria, released under SAGE 39. It should be read alongside the paper JBC: COVID-19 alert level and public behaviour changes, also tabled at SAGE 39.

These documents are released as pre-print publications that have provided the government with rapid evidence during an emergency. These documents have not been peer-reviewed and there is no restriction on authors submitting and publishing this evidence in peer-reviewed journals.
