The Convention was previously published as Miscellaneous no. 12 (2004) Cm 6353. The United Kingdom instrument of ratification was deposited on 17 January 2005 and the Convention entered into force for the United Kingdom on 17 April 2005.

This Command Paper was laid before Parliament by a Government Minister by Command of Her Majesty. Command Papers are considered by the Government to be of interest to Parliament but are not required to be presented by legislation.
