Submitting operational standards rules data
Spreadsheets that registered building control approvers in England and Wales, and local authorities in England should use to submit data to the Building Safety Regulator.

Details
Building control bodies (BCBs) must submit data to the Building Safety Regulator (BSR) to show they are meeting the operational standards rules and monitoring arrangements.
BCBs that must submit data to BSR are:
- local authorities in England
- registered building control approvers (RBCAs) in England and Wales
BSR uses the data to check if the BCB is:
- operating efficiently and effectively
- appropriately targeting its resources
- making sure dutyholders comply with the Building Regulations 2010
Data that must be submitted by:
- RBCAs and local authorities in England is set out in the operational standards rules monitoring arrangements
- RBCAs in Wales is set out in operational standards rules monitoring arrangements for Wales (on GOV.WALES)
Deadlines for submitting data
Quarterly returns

Annual returns

1 April to 31 March | 30 April the following financial year |
For example, if the annual return period is 1 April 2025 to 31 March 2026 then the deadline for return is 30 April 2026.
Submitting your data to BSR
Download the spreadsheet you need and save it as an .xlsx file to your computer.
Enter your data into the spreadsheet, then save your changes.
Email the spreadsheet to bsr-bcb-returns@hse.gov.uk. Do not send your email with more than one spreadsheet attached, it will be rejected.
The email address that you use to submit should be previously validated by BSR. If BSR receives the spreadsheet from an unknown address, it will be rejected.
If you need to add, change or remove a validated email address, you should contact BSR.
After you have emailed the spreadsheet
BSR will send you an email to confirm they have received the spreadsheet. They will contact you if they need more information, or if the spreadsheet has been rejected because it:
- is not in an Excel (.xlsx) format
- contains data in the wrong format
- contains empty cells where data is required
