I write in response to a letter dated 13 May 2018 received from you to my offices on 16 May 2018 in which you request information relevant to the installation and operation of a CCTV system by Capita.

I am sorry that your attempts to email this request were unsuccessful. Please be aware that the correct email address of the Surveillance Camera Commissioner is scc@sccommissioner.gsi.gov.uk.

Your request has been handled as a request for information under the Freedom of Information Act 2000.

There were specific areas in respect of which you sought information and for ease of reference I have endeavoured to respond in a similar manner to the specific points you raised below.

1. What was the purpose/s that the equipment was originally installed?

I do not retain records or otherwise hold this information. As Surveillance Camera Commissioner I have authority to regulate the use of surveillance camera systems by relevant authorities pursuant of the Protection of Freedoms Act 2012. Relevant authorities are defined in the legislation and include the police, local authorities and parish councils. I do not have authority to regulate the use of domestic surveillance camera systems, or surveillance camera systems operated by other organisations. Therefore, the matters which you raise in your letter lay entirely outside of my statutory remit.

If you are dissatisfied with this response you may request an independent internal review of our handling of your request by submitting a complaint within two months to the address below, quoting reference SCC/FOI/02/18/KS. If you ask for an internal review, it would be helpful if you could say why you are dissatisfied with the response.

As part of any internal review the Commissioner’s handling of your information request will be reassessed by staff who were not involved in providing you with this response.
