Systems thinking is a way of exploring and developing effective action by looking at connected wholes rather than separate parts.

This document is based on discussions at a seminar on systems thinking held by the Government Science and Engineering (GSE) and Government Operational Research Service (GORS). It explains the main concepts in systems thinking and demonstrates some approaches applicable for government.
