This report was commissioned by the Civil Service Talent Action Plan: Removing the barriers to success which called for further independent reports to examine the barriers faced by staff:

  • who declare disabilities
  • are from a minority-ethnic background
  • are lesbian, gay, bisexual or transgender

Written by Disability Rights UK, this report aims to help the Civil Service to understand why staff with disabilities and long-term health conditions are still underrepresented at senior levels. It makes recommendations that address the specific barriers that this group faces in the following areas:

  • career development and talent management
  • culture in the Civil Service
  • leadership and accountability
