The TAP was launched in September 2014 and set out the Government’s commitment to understanding the barriers to success faced by under represented and disadvantaged groups in the Civil Service.

It is supported by 4 independent reports that looked into the experiences of:

  • women
  • black, Asian and minority ethnic staff
  • those who identify as lesbian, gay, bisexual or transgender
  • and staff who have a disability or health condition

This guidance sets out how staff can change the culture in the Civil Service using the Challenge; Change; Champion campaign.

This campaign asks staff to challenge themselves and their own assumptions and ask what they can personally do to champion difference.
