Brief description of proposed change: The operator requested a non limited derogation from BAT 12, the BAT-AEL for Chemical Oxygen Demand (COD) of 25-100mg/l daily average in the BAT conclusions for Food, Drink and Milk Industries (published on 4th December 2019). We have agreed to a non-limited derogation until publication of the next Food, Drink and Milk Bref review (at the latest). An interim Emission Limit Value (ELV) for COD of 850 mg/l has been included within the permit along with Improvement Conditions that require the operator to review the technologies available to reduce the COD concentration in order to meet the BAT-AEL.
