The Teaching Agency was an executive agency of the Department for Education. The TA was responsible for the recruitment, supply, initial training and development of teachers. It also had important responsibilities for early years staff; special educational needs co-ordinators; educational psychologists and examination officers in the maintained sector; and regulation of the conduct of teachers in all schools, relevant youth accommodation and children’s homes in England.
This framework document sets out the arrangements for the governance, accountability, financing, staffing and operation of the TA at that time.
