The 400MW cap on new build dedicated biomass projects (Renewables Obligation)

The 400MW cap on total new build electricity-only dedicated biomass capacity in England and Wales that can expect grandfathered support under the Renewables Obligation (RO) is now closed to new projects. This is because new projects were required to have the expectation of commissioning by 31 March 2017 at the time that they applied for a place.
Grandfathering is a policy intention that the support levels applicable at the time of full accreditation of a generating station will be maintained for the accredited capacity of the station for the entire duration of its RO support.
The only projects that may still be able to apply to the cap are those that:
- have already applied to Ofgem for accreditation under the RO and commissioned by 31 March 2017 without a place within the cap. Such projects will not benefit from grandfathered support. But they may be able to apply for a place within the cap and so gain grandfathered support;
- already have a place within the cap but have not yet applied for accreditation and have not yet commissioned, but wish to increase their capacity.
Developers wishing to apply under either of these options should email Bio-notification@decc.gsi.gov.uk for advice.
