Over the past few years, Ofqual has invested in a programme of research into what we now refer to as the ‘CASLO’ approach to qualification design.

This document is the first in a series of reports that present our findings and conclusions. It sets the scene for the remaining reports by explaining:

  • why we embarked upon the programme
  • how we decided what it ought to include
  • how its different strands fit together
