This is a report by the Social Security Advisory Committee (SSAC) on Employment and Support Allowance (ESA) regulations under Section 174(1) of the Social Security Administration Act 1992. It includes a statement by the Secretary of State for Work and Pensions in accordance with Section 174(2) of that act.

SSAC ran a consultation on these regulations from 8 to 19 December 2014.
