The Environment Agency: application made to impound water

The Environment Agency has applied to the Secretary of State for Environment, Food and Rural Affairs for a licence.

The Environment Agency is giving notice of this application, in accordance with Section 37 of the Water Resources Act 1991 and Paragraph 2 of Schedule 2 of the Water Resources (Abstraction and Impounding) Regulations 2006.

The application is for an impoundment licence to construct a passive baffle control structure and spillway for flood alleviation of the River Roding at Shonks Mill, Navestock, Romford, Essex at National Grid Reference TQ 52860 98275.

The River Roding Flood Storage Area is intended to hold back flood flows up to the 1 in 200 year event. The baffle will allow the river to flow naturally most of the time, however in times of flood flows water will build up and be stored behind an earth embankment reducing the risk of flooding downstream. The water will then drain back naturally into the river as flows reduce. The lowest point of the baffle will offer uninterrupted flows through the structure for fish passage. The planned capacity of the impoundment works when full to spillway level is 1,404,857 cubic metres. Water will be impounded up to the spillway height of 35.1 metres above ordnance datum.

After 11 September 2024, the Environment Agency will be able to grant a licence authorising the proposal. The licence shall be viewed as granted, unless the Secretary of State, either as a result of any representations made about the proposal or otherwise, instructs or asks for an application to be made to them.
