In February 2012, the Department for Culture, Media and Sport consulted on potential changes to the regulatory framework that applies to independent producers in the context of local TV.

DCMS is committed to removing regulations which are unnecessarily burdensome to local TV providers, and will therefore be introducing secondary legislation to;

  1. remove the obligation for local TV licensees to commission at least 10% of qualifying content from independent producers, and

  2. remove the restrictions for independent producers owning local TV services. Removal of these burdens should in turn encourage greater participation in the local TV bidding process and support the long-term success and sustainability of local TV. 

The consultation period was 9 February to 8 March 2012.

The public responses to this consultation was published on 10 April 2012.
