The tax debt strategy sets out how HMRC will improve the management of tax debt from 2023 to 2024 onwards.

In November 2021, the National Audit Office (NAO) published a report into our management of tax debts during the pandemic. It contained a series of recommendations including, developing a strategy that sets out how collecting tax debts should change in light of the pandemic with a particular focus on data.

In response, HMRC set out their strategy to the Public Accounts Committee in January 2023, which contained four pillars and a commitment to remain a responsible creditor while minimising the volume and value of tax debt.

This document has been developed to provide a useful reference point for any enquiries around our work to reduce the tax debt balance, in a format that is easily understood and clearly presented.
