Notice of surrender date: The Institute of British Sign Language

- 1. The Institute of British Sign Language (‘iBSL’) is an awarding body recognised by the Office of Qualifications and Examinations Regulation (‘Ofqual’), within the meaning of section 132 of the Apprenticeships, Skills, Children and Learning Act 2009 (‘ASCLA’).
- 2. On 27 January 2023, iBSL gave formal notice to Ofqual under s147(1) ASCLA that it wished to cease to be recognised in respect of any qualification or description of qualification (‘the Surrender Notice’).
- 3. Ofqual hereby gives notice to iBSL under s147(2) ASCLA that the date on which iBSL will cease to be recognised by Ofqual will be 00:01 hours on Friday 3 March 2023 (‘the Surrender Date’).
- 4. In deciding on the Surrender Date, Ofqual has had regard to the need to avoid prejudicing persons who are seeking, or might reasonably be expected to seek, to obtain an iBSL qualification.
- 5. At any time before the Surrender Date specified in this notice, Ofqual may vary that date by giving further notice to iBSL.
Saving and transitional provisions
- 6. Under s147(5) ASCLA, Ofqual has decided to make the following saving and transitional provisions in connection with iBSL’s surrender of recognition.
- 7. After the Surrender Date:
- (a) iBSL may continue to issue results and certificates to Learners,
- (b) All of the General Conditions of Recognition will continue to apply to iBSL and in particular, iBSL must continue to comply with:
- (i) General Condition H5 in relation to the marking of assessments,
- (ii) General Condition H6 in relation to the issuing of results,
- (iii) General Condition I4 in relation to the issuing of certificates,
- (iv) General Condition I1 in relation to any request for an appeal that it receives,
- (v) General Condition A8 in relation to the prevention and investigation of, and dealing with, malpractice and maladministration,
- (vi) General Condition D4 in relation to any enquiries or complaints it receives from Users of qualifications.
- (c) Special Conditions IBSL 1-6 (as amended on 8 February 2023) will continue to apply to iBSL.
- 8. The saving and transitional provisions will come into force on the Surrender Date and will apply until either:
- (a) iBSL ceases trading, or
- (b) Ofqual gives notice to iBSL that the saving and transitional provisions no longer apply,
whichever is the earliest.
Notes
- 9. Qualifications awarded by iBSL on or after the Surrender Date, and while the saving and transitional provisions are in force, will continue to be regulated qualifications under s147(5) ASCLA.
