Details

The PIR demonstrates the objectives of reducing hazardous substance use and facilitating a circular economy remain valid, and the regulations have been successful. Areas for improvement are also identified, particularly for the exemptions process, coherence with other legislation, and facilitation of reuse and spare parts. The Department’s recommendation to amend the regulations to address these issues is supported by evidence.

The evidence presented provides a reasonable assessment of the effectiveness and continuing relevance of the RoHS regulations. The analysis draws on a range of sources, including industry feedback, enforcement data, and the European Commission’s review of the RoHS Directive.

The PIR could be strengthened with detail on the amendments under consideration, estimating compliance costs particularly for SMEs, and outlining how the UK’s GB RoHS processes will be streamlined following feedback on duplication with EU requirements.
