The second cycling and walking investment strategy (CWIS2) outlines the government’s ambition to make cycling and walking the natural choices for shorter journeys, or as part of a longer journey by 2040.

The aims and targets in CWIS1, alongside the vision set out in Gear change (2020), have informed our revised set of objectives to:

  • increase the percentage of short journeys in towns and cities that are walked or cycled
  • increase walking
  • double cycling
  • increase the percentage of children aged 5 to 10 who usually walk to school

The strategy outlines the:

  • objectives we will work towards
  • total investment into active travel in England across government until 2025
  • investment principles to guide how financial resources are invested and programmes are delivered
  • performance monitoring and governance arrangements

The second Cycling and walking investment strategy report to Parliament 2022 has also been published. It details the progress made towards achieving the ambitions of CWIS1.
