In 2017, HMRC commissioned IFF to undertake research to better understand how international secondees manage their tax affairs while working in the UK, and their experience of engaging with HMRC.

This report covers:

  • secondees’ interaction with the UK tax system and engagement with HMRC
  • the role of tax agents and employers in the customer journey and the issues they face
  • views on the transition of international secondees to online personal tax accounts
  • important considerations for the design and roll-out of personal tax accounts for international secondees

The research consisted of 60 in-depth interviews, which took place between January and March 2017, with people on secondment to the UK for five years or less, UK employers with secondees on their payroll, and tax agents who had advised secondees.
